President Donald Trump says relations with Russia may be at an all-time low as he moves away from his promise to improve ties with Moscow.

10 countries voted in favour, Russia with its veto and Bolivia voted against, China and 2 other abstained. Russia’s ambassador says the resolution pre-judged that the Syrian government was responsible.
