Arthur LeBlanc takes over as lieutenant-governor

Nova Scotia has a new lieutenant-governor as of today.  Arthur LeBlanc is a former judge and lawyer, and sat on several private-sector boards as well as involvement with volunteer organizations.  He replaces J.J. Grant.
