A Grove’s Point man is further appealing decisions blocking his plans for a subdivision on his property on Boulardrie Island.
The C-B-R-M Planning Department rejected the second phase of Clifford MacNeil’s subdivision development plan. He appealed to the Utility and Review Board which said it didn’t have jurisdiction. So now MacNeil has gone to the Ombudsman who is reviewing the material.
Initial approvals for the subdivision and a road were given in 1994, prior to establishment of the regional municipality. MacNail argues those approvals were grandfathered in while C-B-R-M argues there should have been a reasonable time limit.
