Harsh criticism of guards at Dorchester

A Correctional Service investigator has slammed the Dorchester Pen over the 2015 death of an inmate.

Ivan Zinger’s report says unnecessary and inappropriate physical and chemical force was used against Matthew Hines when he was beaten and pepper-sprayed by guards when he wouldn’t go back to his cell. Zinger also said there was misleading information given to his family initially about his death.

The Correctional Service of Canada has accepted recommendations in the report and apologized to his family.
