The city is adding $9 million to its $21 million paving budget for next year because it didn’t spend it this year.
The Herald reports there was a large turnover of design engineers in the public works department during the planning season. So fewer projects were designed in a critical three month period before tenders go out. The design engineers create contracts, decide where maintenance needs to be done, including a detailed description of the work to be done.
