The SPCA says one of seven dogs seized from behind an apartment building in Tantallon has died. The rest are recovering.
Four dogs were being kept in small kennels inside a van and three more were later found in similar conditions. The dogs were left to lie in their own urine and feces, and one had an untreated broken leg and will likely lose the limb.
The SPCA says it’s not the first time it’s dealt with this owner and charges may be pending.
