Halifax’s top bureaucrat is apologizing after a weather-spoof text message he sent to a female colleague sparked a harassment complaint. In an e-mail to municipal workers, Jacques Dube says he’s sorry for his conduct and promises to be an advocate for a workplace free of harassment. The apology relates to a text message sent on the eve of a major snow storm in February. Dube is urging all city workers to learn from his experience and to report any inappropriate behaviour in the workplace.
